Joseph Mazloum is a Partner in our IMEA Public Sector practice. He is focused on the culture, real estate, tourism, and entertainment sectors, based in the Dubai office. His work centers on developing concepts, strategies, operating models, and financial planning for innovative large-scale developments, such as new cities and destinations.
Joseph also has extensive experience in financial services and economic development. He recently defined the strategy, value proposition, and service offerings of a greenfield financial center and led a successful district-wide business planning effort.
Driven to contribute to large-scale change with transformational impact, Joseph has led the ideation, concept, strategy formulation, and business planning of multiple destinations. Notably, across these projects, Joseph focused on incorporating the infrastructure, facilities, and programs that inspire access to nature, sports, entertainment, and culture, as well as transforming local populations' interaction from that of consumers to that of active participants in the creation and production of the nation’s social capital.

Fluent in English, Arabic, French, and practical in Spanish, Joseph holds a Bachelor in Economics from the American University of Beirut, a Master of Arts in Economics from McGill University, and a Masters of Business Administration from INSEAD in France and Singapore.
Outside of work, Joseph enjoys sports activities, like running and tennis, as he finds his screen-free time is ideal to recharge and creatively problem solve. Joseph is a father of two children, with whom he shares his love of nature, having spent countless days and nights in the forests of Lebanon and Quebec.
